John’s research focuses on comparative public law, disaster law, multi-level governance, administrative justice, New Zealand public law, anti-corruption, international law and global governance. His work particularly focuses upon how law and legal frameworks shape disaster risk reduction, emergency management, emergency powers, crisis governance, and community resilience across Aotearoa New Zealand, the Pacific, and Europe.

He investigates the operation of constitutional and administrative structures, the distribution of authority across local, national, regional, and international levels, and the performance of public institutions in complex governance environments. His research also addresses integrity systems, corruption, and money-laundering risks in the Pacific, alongside broader questions of regulatory capacity, public accountability, and the evolution of global governance regimes.
