    The Bank of Estonia regularly invites academics to work on topics that are of special interest to researchers in the Bank's Economics and Research Department. In 2016 I spent three months over the summer in Tallinn to explore the changing financial landscape of the EMU. At the end of my stay I presented my findings in a research seminar at the Bank. A few months later I submitted a finished paper on the topic. A referee inside the bank made some useful comments. A revised version of the original manuscript has appeared as Working Paper 6/2017 in the Bank's Working Paper Series. This paper was eventually published in the Journal of Macroeconomics in 2018. One highlight of my stay at the bank was the delivery of a public lecture on Taylor rules at a summer school organized by the bank for advanced PHD students.

    A prestigious fellowship financed by the European Union for international scholars to enable them to pursue their research at the University of Antwerp, Belgium. Scholars are expected to contribute to the research/teaching programme of the University. I gave a seminar on a topical research topic and gave three 2 hour lectures in a post-graduate course in macroeconomic theory. In addition, I was the external examiner of a Master's thesis.

    European scholarship for UC academic Associate Professor Alfred Guender (Economics and Finance) has been awarded an Erasmus Mundus fellowship that will take him to the University of Antwerp later this year. The fellowship, awarded to Professor Guender through the European Commission’s Erasmus Mundus programme, will allow him to spend two months in the Belgian university’s Department of Economics from late September. The aim of the Erasmus Mundus programme is to enhance higher education in Europe and encourage the exchange of ideas between scholars. Professor Guender said he was “very excited” to receive the fellowship, which was awarded competitively. “It is reassuring to learn that the scholarship coming out of UC is noticed and appreciated elsewhere.” While at the University of Antwerp, Professor Guender said he intended to work on his ongoing research and deliver guest lectures to a postgraduate course in macroeconomic theory. He will also give a seminar at the university in early October on the preliminary findings of his current research. He will deliver similar seminars at other European universities in November. Professor Guender’s research focus is an examination of the predictive ability of a financial variable for economic activity in the context of the European debt crisis. “With Bernard Tolan, a 2013 UC honours graduate in Economics and Finance, I have designed a way to extract a risk premium from interest rates in countries on the European periphery. This risk premium is shown to rise during recessions and help predict decreases in future economic activity.” Professor Guender, an expert in monetary policy, has also been asked to lecture on monetary policy in open and closed economies. These lectures will be based on his book Optimal Monetary Policy under Uncertainty. (as reported in UC Chronicle)

    An endowed chair, financed by Germany's central bank, and held by visiting scholars in the department. Each year one person is selected by the department who gives the award to internationally known scholars in the field.The holder is expected to offer a post-graduate course in monetary policy or any other related subject. In addition, the invitee is expected to give a public lecture on a topical issue. The title of my talk was "Instrument versus Targeting Rules in the Conduct of Monetary Policy".

    The research department of Germany's central bank invited me to interact with their staff and to collaborate on research. During my stay at the bank I offered a course on monetary policy to the bank's staff and interns. At the time I was putting the finishing touches on my book on optimal monetary policy. In addition I completed the work on a paper on optimal monetary policy in a small open economy, subsequently published in the Journal of International Money and Finance.
